The Honorable Rae Oliver Davis, Founder, The Virago Group
Rae Oliver Davis is one of the few Senate-confirmed former Inspectors General now leading a private-sector advisory firm. As the presidentially appointed Inspector General of the U.S. Department of Housing and Urban Development (2019–2025), she directed a 540-person team of auditors, special agents, and attorneys overseeing an $80 billion cabinet agency and the multi-trillion-dollar Ginnie Mae/FHA ecosystem.
During her tenure, Rae delivered landmark results—including HUD’s first unqualified audit opinion since 2012, the largest single-day federal bribery indictment in DOJ history, and $5.6 million in recoveries for sexual-harassment victims—while briefing White House leadership, testifying before Congress, and chairing national IG committees.
True to The Virago Group’s ethos of “Strategy Meets Strength,” Rae now brings that same cabinet-level rigor and independence to two core missions:
- Strengthening federal, state, and local government performance through fraud-risk maturation, modernization, and cultural transformation
- Guiding private-sector leaders—particularly in AI, fintech, housing, mortgage servicing, and government contracting—through regulatory compliance, federal market expansion, high-stakes investigations, crisis response, and AI governance
